Registration Statement: In the constable district, I am elected by the voters and serve my Township without pay or reimbursements for equipment, fuel or vehicle costs. This is all out of pocket but I enjoy what I do and that’s why I do it.

Why has your department decided to start a body camera program?
Constable Hibbs: I’ve decided to use a body camera just to keep every encounter on the up and up and also if I go on a backup call with our county deputies, all bases would be covered as to what went on during the call.

How do you believe a body camera program will benefit your officers, department and the community?
Constable Hibbs: I believe a body camera program would benefit me by being my extra set of eyes in case a situation turned south. Then there would be proof of what happened and also I could review footage to use as training tool to help prepare myself better.

Are there any situations where having body camera video evidence would have made a difference in court cases or complaints against your officers?
Constable Hibbs: There are currently no cases pending in court where a body camera would be of help but the next call could be the one that needs the body camera.

Does your department have guidelines for a body camera policy? If so, what would the policy be? When would officers be required to record, etc.?
Constable Hibbs: My guidelines will be: if I’m on duty, the body camera would be in sleep mode but once the lights come on in my vehicle, the body camera will be on too.
