Registration Statement: The Pennsylvania State Constables Office, Nazareth is elected by the citizens of the third ward in the Nazareth borough. This office includes one officer but works in conjunction and partners up with multiple local PA State officers. Nazareth Borough has a population of 5,700 and growing rapidly. This office has statewide jurisdiction but Primarily serves Northampton County and the Lehigh Valley which includes the major cities of Bethelehem, Easton and Allentown.
Why has your Department decided to start a body camera program?
Constable Norton: The use of body cameras is becoming a standard operating procedure (SOP) for most agencies state-wide. In some cases, the complete lack of respect towards law enforcement and authority in general creates a demand to make those accountable and bring law and order.
How do you believe a body camera program will benefit your officers, department and the community you serve and protect?
Constable Norton: The current climate in today’s society of lie and deceit, body cameras create accountability in both peace officers and law breakers alike.
Has there a situation, where if your Department had body camera video evidence, would have made a difference in court cases or complaints against your officers?
Constable Norton: There is always daily push back when serving criminal warrants and working for the courts. When they do occur, the complaints never materialize to any degree because of solid evidence via a body camera.
Does your department have guidelines for a body camera policy? If yes, what are some policies. If not, what would be some key policies that will be enforced?
Constable Norton: The PA State Constables Office, Nazareth is currently in the process of issuing guidelines and rules in line with other local agencies.
What is your body camera goal?
Constable Norton: My body camera goal is for two cameras – one for body use and one to use as an in-car system.
