Registration Statement: We are located in Washington Township, Westmoreland County, Pennsylvania.

Why has your department decided to start a body camera program?
Constable Duncan: We believe that the use of body cameras will lead to a higher level of accountability by the Constables, and that the civilians that are encountered would be more likely to cooperate with Constables when cameras are used.

How do you believe a body camera program will benefit your officers, department and the community?
Constable Duncan: In light of recent events and with the ever changing climate towards law enforcement, we feel body cameras would help protect the public and Constables. The cameras would also help Constables to identify repeat offenders and to document any evidence that may be discovered.

Are there any situations where having body camera video evidence would have made a difference in court cases or complaints against your officers?
Constable Duncan: After numerous years we have found that having first person video evidence would greatly impact not only securing convictions but in disproving false accusations.

Does your department have guidelines for a body camera policy? If so, what would the policy be? When would officers be required to record, etc.?
Constable Duncan: Yes, our office has a body cameras policy in place. All Constables are required to wear and use the cameras in all public locations as allowed by law. We are just needing the body cameras to implement our policy and the use of the cameras.
